ElectraNet is not initiating a formal tender for back-up generators (currently costing $9 million per year) in Port Lincoln at this stage but are strongly encouraging proponents of potential generator solutions to make a submission. Submissions should include price, timetable for implementation, reliability measures, and responsibility for liability in case of failure to deliver. The contract for the generators will be part of Electranet’s Option 1 for Eyre Peninsula which includes repairs to the 132 kV line from Whyalla to Port Lincoln at a cost of $80 million.

Electranet is also considering 4 other options to upgrade Eyre Peninsula’s electricity transmission network (and potentially getting rid of backup generators in Port Lincoln) that will cost between $200 to $500 million dollars.

Investment in the Eyre Peninsula transmission network will bring the potential for significant market benefits from relieving constraints on existing Eyre Peninsula wind farms as well as facilitating additional wind generation on the Eyre Peninsula and the connection of new mining load. These market benefits will be taken into account in the Regulatory Investment Test assessment.

ElectraNet welcomes written submissions on the information contained in the consultation report (https://www.electranet.com.au/wp-content/uploads/2017/04/20170428-Report-EyrePeninsulaElectricitySupplyOptionsPSCR.pdf). Submissions are due on or before 21 July 2017. Submissions are sought on the credible options presented and the potential for non-network options. Submissions should be marked “Eyre Peninsula Electricity Supply Options PSCR feedback” and emailed to consultation@electranet.com.au Submissions will be published on the ElectraNet website. If you do not want your submission to be made publicly available, please clearly specify this at the time of lodging your submission. A draft report, including full options analysis, is expected to be published by the end of October 2017.
